Town Administrator

Welcome to the Town of Lakewood Village, where effective governance and community service are at the heart of what we do. The Town Administrator is a public official appointed by the Town Council and, in Lakewood Village, also holds the statutory position of Town Secretary as required by Texas law. This role plays a pivotal part in ensuring the town operates efficiently and serves the needs of its residents.

Administrative Oversight: Oversees the legislative and administrative processes of local government and manages the day‑to‑day operations of the town to ensure services are delivered efficiently and effectively.

Policy Implementation: Implements policies and directives adopted by the Town Council, ensuring decisions are carried out in compliance with applicable laws and regulations.

Community Relations: Serves in a non‑political, professional capacity as the primary liaison between the town government, other governmental agencies, and the community—addressing concerns, facilitating communication, and promoting civic engagement.

Strategic Planning: Plays a key role in long‑term planning and development initiatives aimed at enhancing quality of life for residents and supporting sustainable growth.

Election & Court Administration: Performs duties similar to those of the Secretary of State at the local level, including maintaining the integrity of municipal elections and supporting the town’s legislative processes. This office also oversees municipal court operations.

Linda Ruth, TRMC, CMC

Town Administrator

Biography

Linda Ruth has been an integral part of the Town of Lakewood Village since June 2007 contributing her extensive experience in municipal administration.  She began her career in public service at the City of Lewisville in 1991 where she specialized in Finance Administration.  Linda also served the as the Town Secretary/Town administrator for the Town of Hickory Creek, further honing her skills in municipal management

Linda is among the select group of Town Administrators in the State certified through a university program sanctioned by the 69th Texas Legislature.  In 2024, she achieved the prestigious Master Municipal Clerk status making her one of fewer than 45 professionals in Texas with this elite designation. 

While she has experience working in larger municipalities, Linda's heart lies in serving small cities where she can cultivate meaningful connections with the community members she serves.
